Economic Census 2012 – Government now measuring entrepreneurial activity too


Government of India is planning to launch an economic census next year to estimate the entrepreneurial activity across the country. The ministry of statistics and program implementation (MOSPI) is the agency that will be creating the database and plans to carry out the fieldwork during the initial half of 2012. State government & union territories will be coordinating the effort. This will be the sixth economic census and is the part of central sector plan scheme 2012. The last economic census was conducted in the year 2005.

Union minister of statistics & program implementation, M S Gill, has reviewed the plan for conducting the census. According to the statement from the ministry, the database would focus on sectorial activity of the unit, number of workers, social group of the owner, female-owned enterprise. According to MOSPI, the unorganized sector in the country has assumed greater importance, with a significant contribution in the GDP and employment generation due to emergence of services in the post-liberalization era. An estimate reports that 86 per cent of the country’s workforce form part of the unorganized sector. It added that the database gathered during the census would enable policy makers and analysts to assess the impact of the economic liberalization process on entrepreneurial activities, especially in the unorganized sector.
